One of the oldest Law Firms in Toowoomba, Cleary & Lee was established in 1919 when the firm's founder, Edward William Cleary purchased the Toowoomba Legal practice off the late Mr Frank Brennan (Later Mr Justice Brennan of the Queensland Supreme Court). In 1953, John Joseph Lee accepted an offer of partnership from E W Cleary with the firm changing its name to Cleary & Lee.

Over the years, the firm's partners included Alan Mason, Jim Garsden and Don Trenerry.

In 1974, Patrick (Pat) Nunan joined as a partner and in 1983 William (Bill) Nunan was admitted as a partner. John Edward Cleary, the son of the founding partner EW Cleary was admitted as a solicitor in the Supreme Court of Queensland in 1949 and retired in 2004 after 55 years of continuous practice as a solicitor. When he retired, John was Toowoomba's most senior legal practitioner.

In 2007 Pat Nunan and Bill Nunan split their practice into two separate practices. Pat Nunan incorporated his practice (Cleary Lee Pty Ltd and Cleary Lee Aviation Pty Ltd) with Bill Nunan in October 2010 merging his practice (Cleary Lee Commercial) with Bernays Lawyers of Toowoomba.
